AI for Proposals and RFPs

AI Proposal and RFP Response Automation, Built on Your Own Work

Expedey builds custom AI systems that read an RFP, pull out every requirement, find your most relevant past work and draft a proposal your team edits and approves.

We have shipped two of these: a multi-agent RFP analysis and proposal-drafting pipeline for a government-contracting platform, and a RAG assistant that drafts proposals and catalogs from a B2B services business's past projects.

What the System Does

From a new solicitation to a first draft your team can work with, with a person deciding what goes out.

What We Learned Building Proposal AI

Lessons from the two systems we've shipped. The details are in our case-study posts.

Extract per chunk, then merge

Solicitation packages are too long for one prompt. Extracting from each chunk and merging once keeps every call focused.

Separate sources, separate namespaces

One index namespace per reference set keeps a company bio from leaking into another set's project list.

A few strong examples beat many weak ones

Three relevant projects persuade more than ten loosely related ones, and less context means less to contradict.

Let the model say "nothing fits"

Retrieval always returns something. The prompt must allow the answer that none of it is relevant.

Keep the model swappable

Building on a common interface lets the same flow run on OpenAI or Gemini models, so switching is a configuration change.

Score drafts, don't just read them

An evaluation set of past RFPs and approved answers shows whether a prompt or model change made drafts better.

Proposal AI We Have Shipped

Client names are withheld under NDA. On a call we can walk you through the architecture and, where the client agrees, introduce you to them.

Multi-agent RFP analysis and proposal drafting

Built for: A government-contracting software platform

Bid teams spend days reading solicitation packages. We built a LangGraph pipeline in which specialised agents download the documents (PDF, Word and scanned files via OCR), extract every requirement chunk by chunk, merge and de-duplicate them, compare them with the bidder's company profile to turn gaps into clarifying questions, and draft proposal sections.

RAG proposal and catalog generator

Built for: A B2B services business

A conversational assistant that gathers project details through chat and forms, retrieves relevant past work from a vector index, and generates tailored proposals or product catalogs.

How an AI Agent Project Runs

  1. 01

    Scoping call

We pick one workflow with a clear owner, a measurable outcome and data we can access. If an agent is the wrong tool, we say so.

  2. 02

    Pilot on your data

Usually 2–4 weeks. A working agent on real examples, read-only where possible, plus an evaluation set that defines what good looks like.

  3. 03

    Hardening

Integrations, permissions, approval steps, failure handling and monitoring, tested against the evaluation set.

  4. 04

    Production launch

A staged rollout: shadow mode first, then a share of real traffic, then full volume once the numbers hold.

  5. 05

    Run and improve

Ongoing monitoring, re-evaluation when models change, and new tools or workflows as the agent earns trust.

Spending Days on Every Proposal?

AI Proposal Automation: Frequently Asked Questions

Can AI write an RFP response?

AI can read the solicitation, list every requirement, find gaps and draft sections from your past work, which removes most of the reading and first-draft time. A person should still review and approve what is submitted, and the systems we build are designed around that review.

How does the AI use our past proposals?

Past proposals, project write-ups and your company profile are split into chunks, embedded and stored in a vector database such as Pinecone. For each new request, the system retrieves the few most relevant examples and drafts from those, a technique called retrieval-augmented generation (RAG).

Will the AI invent experience we don't have?

That is the main risk, so the prompt allows only past work that was retrieved, tells the model to say when nothing is relevant, and reviewers check every draft. The evaluation set we build for each project includes cases that check for invented claims.

Should we build a custom system or buy proposal software?

Off-the-shelf proposal tools work well for standard questionnaires and answer libraries. A custom system makes sense when your solicitations are long or scanned, when you need checks specific to your business, or when it must run inside your own systems and cloud.

How long does it take and what does it cost?

A pilot on your own RFPs usually takes 2–4 weeks and starts at $5,000. A production system with integrations, evaluations and monitoring takes longer, depending on scope.
